Detailed Regulations on Cultivation and Degree Awarding for International Master Degree and Doctoral Candidates
in Xidian University

Chapter I General
Article 1 For the purpose of international educational exchange and cooperation of Xidian University, maintenance of normal order of education and teaching, and guarantee of quality of education for international students, and in accordance withAdministrative Rules on the Acceptance of International Students by Colleges and UniversitiesandAdministrative Measures for the Enrollment and Cultivation of International Students by Schoolsissued by Ministry of Education, Ministry of Foreign Affairs and Ministry of Public Security,Trial Implementation of Methods on Degree Awarding to International Students by Colleges and Universities in Chinaissued by Academic Degrees Committee of the State Council, Printing and Issuance ofRequirements on Quality of Higher Education for International Students in China (Trial Implementation)required by Ministry of Education,Detailed Regulations on Doctor/Master Degree Awarding by Xidian University, on the premise of compliance with academic degree system of the State, and in full consideration of actual situation of countries and regions where international students come from, these Regulations are hereby formulated based on the fact and guarantee of the educational quality.
Article 2 International postgraduates to China refer to the international students having no Chinese nationality and being educated with degree to be awarded by Xidian University, and are part of the student group in Xidian University.
Article 3 International postgraduates must follow the laws of P.R.C., rules and regulations of Xidian University and academic ethics.
Article 4 Education for international postgraduates shall be part of postgraduate education of the University and managed by the Graduate School.
Chapter II Cultivation and Master Degree Awarding to International Students
Article 5 Educational system and study period of international postgraduates shall be the same as that of Chinese students. Requirements for the educational management and degree awarding shall be the same as that of Chinese students.
Article 6 Cultivation schemes for international postgraduates shall be formulated by each first-level subject and major degree category in accordance with basic requirements of each first-level subject and major degree awarding and in combination with educational objective and development characteristics for international postgraduates, and be performed only after being reviewed and approved by academic departments of first-level subjects or the academic degree evaluation subcommittee of the schools. The cultivation schemes shall definitely state the educational objective, study period, educational method, curriculum, credit requirement, academic exercise (major practice), dissertation and degree awarding for international postgraduates and be timely adjusted based on the development of discipline and the requirement of talent education.
Article 7 According to the relevant regulations of the Ministry of Education, Chinese and China overview should be the compulsory courses for international students. Political theory should be a compulsory course for international students majoring in philosophy and political science. International students majoring in other majors may apply for exemption.
Article 8 After the enrollment of international students who study for a master degree, the cultivation schemes shall be formulated by their tutor and the international students shall strictly follow the schemes during study.
Article 9 For the schools with conditions to teach in English, the major courses taught in English can be offered to international postgraduates. For international postgraduates who use English to accept the degree education, dissertations can be written in English, with abstracts translated into Chinese. Whether the reply to dissertation is in English shall be determined by the corresponding schools.
Article 10 International postgraduates finishing the study period and meeting the following requirements can apply for the master degree:
1. Gain the required credits within the study period, and complete and pass the required courses.
2. In disciplines that teaching language of the major is in Chinese, achieve HSK level-5 upon graduation. In disciplines that teaching language of the major is in English, achieve at least HSK level-3 upon graduation.
3. International postgraduates are encouraged to achieve research results during the period of master degree study, including high-level academic papers, national invention patents, outstanding practical achievements, research awards, etc.
Chapter III Cultivation and Doctor Degree Awarding to International Students
Article 11 Length of schooling and study period of international doctoral candidates shall be the same as that of Chinese students. Requirements for the educational management and degree awarding shall be same as that of Chinese students.
Article 12 Cultivation schemes for international doctoral candidates shall be formulated by each first-level subject and major degree category in accordance with basic requirements of each first-level subject and major degree awarding and in combination with educational objective and development characteristics for international students, and be performed only after being reviewed and approved by academic departments of first-level subjects or the academic degree evaluation subcommittee of the schools. The cultivation schemes shall definitely state the educational objective, study period, educational method, curriculum, credit requirement, academic exercise (major practice), dissertation and degree awarding for international postgraduates and be timely adjusted based on the development of discipline and the requirement of talent education.

Article 14 After the enrollment of international students who study for the doctor degree, the cultivation schemes shall be formulated by their tutor and the international doctoral candidates shall strictly follow the cultivation schemes during study.
Article 15 For the schools with conditions to teach in English, the major courses taught in English can be offered to international doctoral candidates. For international postgraduates who use English to accept the degree education, dissertations can be written in English, with abstracts translated into Chinese. Whether the reply to dissertation is in English shall be determined by the corresponding schools.
Article 16 Application for graduation of international doctoral students can be separated from degree awarding and the graduation reply can be applied if the study period has been finished and the following requirements are met:
1. Gain the required credits within the study period, and complete and pass the required courses;
2. In disciplines that teaching language of the major is in Chinese, achieve HSK level-5 upon graduation. In disciplines that teaching language of the major is in English, achieve at least HSK level-3 upon graduation;
3. Students shall, as the first author, publish at least 1 academic thesis in journals or international conferences in the field of disciplines.
Article 17 International doctoral candidates can apply for the doctor degree after they have achieved the credits required by the cultivation schemes within the study period, completed and passed the required courses and reached the requirements of degree awarding. If international doctoral candidates apply for the Doctor of Engineering, their research achievements must meet one of the following requirements:
1. The student shall, as the first author, publish 1 journal article related to doctoral dissertation in Science Citation Index (SCI), with Xidian University as the first unit;
2. The student shall, as the first author, publish 2 Engineering Index (EI) theses or conference papers related to doctoral dissertation (in which at least one paper is indexed), with Xidian University as the first unit;
3. The student shall, as the first author, publish 1 Engineering Index (EI) thesis or conference paper related to doctoral dissertation and indexed, with Xidian University as the first unit, and is granted 1 patent for invention related to doctoral dissertation (this student as the first inventor or his/her tutor as the first inventor and he/she as the second).
The corresponding degree awarding requirements to be formulated can refer to that of Engineering for other disciplines and major degree category.
Chapter IV Supplementary Provisions
Article 18 These Regulations shall be the overall requirements for international students who study for the master/doctor degree. Other first-level disciplines and major degree category can formulate the cultivation schemes and degree awarding regulations not lower than these Regulations and suitable for the international students in their disciplines based on these Regulations.
Article 19 Certificate of Graduation and Diploma awarded to international students by the University shall be filled in Chinese and provided with the translated copy, printed and written in English.
Article 20These Regulations shall be put into execution from the date of issuance. In case of any inconsistency between the previous regulations and the current one, the current one shall prevail.
Article 21 The Regulations shall be interpreted by Graduate School and Department of International Cooperation and Exchange.
